DRC IGF Launches Nationwide Audit of Mining Revenues to Strengthen Public Finance Oversight
DRC Finance Inspectorate Deploys 118 Inspectors to Audit Mining Revenues and Boost Public Revenue Transparency
The General Inspectorate of Finance (IGF) has launched a large-scale public finance audit operation focused primarily on mining revenues across the Democratic Republic of Congo.
The mission, initiated on June 4, 2026 by Inspector General of Finance–Head of Service Christophe Bitasimwa Bahii, deploys 118 inspectors across nearly 200 public and private entities nationwide.
This second wave of audit operations for the 2026 fiscal year follows resolutions from the 87th Council of Ministers meeting and forms part of government efforts to improve transparency, traceability, and efficiency in public revenue collection.
While the inspection covers payroll management, public revenue administration, and state asset monitoring, the mining sector remains the central focus due to its critical role in national income generation.
Focus on Mining Revenue Accountability
The extractive sector is one of the DRC’s key economic drivers, and authorities aim to improve oversight of how mining revenues are generated, reported, and collected.
The IGF said the objective is to evaluate revenue collection mechanisms, identify gaps in financial management, and recommend reforms to strengthen state revenue mobilisation.
Deputy Inspector General Emmanuel Tshibingu said the operation builds on earlier 2026 missions and includes targeted audits of tax and customs revenue flows at strategic collection points.
Governance and Oversight Push
Before deployment, Inspector General Christophe Bitasimwa Bahii instructed teams to uphold strict standards of independence, rigor, and objectivity in their fieldwork to ensure credible and actionable findings.
The IGF said the operation represents one of its most significant oversight missions of 2026, reflecting government efforts to reinforce financial governance and maximize the contribution of the mining sector to national development.
