ARSP Officially Installs New Management Team to Strengthen Subcontracting Reforms in the DRC

ARSP Leadership Transition: Juan Ted Beleshay Takes Over as Director General to Advance DRC Subcontracting Reforms

The Regulatory Authority for Subcontracting in the Private Sector (ARSP) officially held a handover ceremony marking the transfer of responsibilities between the outgoing management team and the institution’s newly appointed leaders.

During the ceremony, Miguel Kashal Katemb and Georgine Madiko formally transferred their respective duties as Director General and Deputy Director General to Juan Ted Beleshay and Ramazani Mwarabu.

The event, held in a solemn atmosphere, symbolized a new chapter for the institution as it seeks to reinforce its strategic role in the economic development of the Democratic Republic of Congo.

Unable to attend due to circumstances beyond her control, outgoing Deputy Director General Georgine Madiko conveyed her apologies for her absence from the official ceremony.

The handover ceremony was presided over by Stéphanie Mwabilu, representative of the Minister of Small and Medium Enterprise Development.

Speaking on behalf of the supervisory ministry, she reaffirmed the government’s commitment to supporting the ARSP in carrying out its missions aimed at strengthening national economic growth and promoting Congolese entrepreneurship.

The newly appointed Chairman of the Board, Fely Samuna, emphasized the importance of the institutional transition and reiterated the strategic role of the ARSP in implementing the country’s subcontracting policy.

He stressed the need to transform the subcontracting sector into a key driver of inclusive growth, job creation, and the promotion of local expertise.

In his remarks, outgoing Director General Miguel Kashal Katemb highlighted several achievements recorded during his tenure.

These included the development of the sectoral subcontracting guide, the revision of the law governing subcontracting in the private sector, and the proposed legislation on local content.

According to him, these reforms were designed to strengthen the participation of Congolese-owned businesses in the national value chain.

Taking office as the new Director General, Juan Ted Beleshay reaffirmed his commitment to the principles of good governance, transparency, discipline, and excellence.

He aligned his vision with that of President Félix-Antoine Tshisekedi Tshilombo, who considers subcontracting a strategic tool for economic transformation, wealth creation, and the promotion of local content in the Democratic Republic of Congo.

“The time for speeches is over; now is the time for action,” Beleshay declared, calling on all ARSP staff to mobilize collectively to address the institution’s challenges and deliver concrete results.

This leadership transition opens a new phase for the ARSP, marked by continuity, innovation, and renewed ambition.

The institution aims to consolidate previous achievements while further strengthening its strategic missions in support of the DRC’s economic sovereignty.

Under the vision of the Head of State, the ARSP is expected to play a central role in protecting national economic interests, promoting Congolese expertise, and positioning subcontracting as a powerful instrument for transforming the country’s economy.

The ceremony concluded with the signing of the official handover report, formally inaugurating a new era in the history of the ARSP.
