GECAMINES: trade unionists accuse IGF inspectors of “bad treatment” of agents and call on Jules Alingete to call them to order

The trade unions representing the Générale des Carrières et des Mines (GECAMINES SA) and the Permanent Trade Union Bureau have sent, since July 30, 2022, a correspondence of indignation to Jules Alingete, Inspector General of Finance Head of Department at the IGF, a copy of which was sent to ACTUALITE.CD. In this missive, the trade unionists of this company in the portfolio of the State, deplore the attitude of the team of the mission of financial supervision delegated to GECAMINES by the IGF. According to them, the IGF team treats agents with “contempt” and “disrepute.”

“(…) hereby come to express to you our great indignation following the attitude of contempt and disrepute displayed by the team of the financial supervision mission at GECAMINES. Indeed, we do not disapprove of the goal of the mission which is yours and we appreciate its different results. We note below some facts which have attracted our attention since the advent of the latter: – Working time = 3 to 4 hours per week; – Taxation in the processing of files; – Blocking of various staff-related payments such as: – Salary advances; – Advances on pension capital, – Final statements due to pensioners, widows and orphans; – Reimbursement of medical care costs, – Funeral expenses, – Mission expenses, – Snack, bonuses, go-pass, toll, etc.”,informs the trade unionists’ correspondence to Jules Alingete.

The agents of GECAMINES call Jules Alingete to call to order the team of the financial supervision mission in full exercise in this state company. 

“The GECAMINES agent deserves to be respected and considered because he has all the qualities to better support our Government in the revival of our economy. For our part, we ask you to call them to order because we will never accept this attitude tending to create an unhealthy climate which could lead us to take charge of ourselves one day and we have no doubts about your good faith in allowing GECAMINES to perform its obligations on time, after the mandatory checks by your Inspectors”, they hammered.

The General Inspectorate of Finance (IGF) has deployed since Monday, May 24, 2022 its inspectors in Katanga for “the evaluation of management missions” at Gécamines and in the financial authorities as well as in the provinces of Haut-Katanga and Lualaba.

We know that for several months, the IGF has intensified what it calls the financial patrol with all the institutions that manage state funds. This activity falls within the objective of the Government of the Republic to maximize both the mobilization of public revenues and to ensure the orthodox management of public finances.
