ARSP Launches Subcontracting Compliance Campaign in Haut-Katanga to Support Congolese Businesses

DRC’s ARSP Expands Subcontracting Compliance Drive to Haut-Katanga to Boost Local SMEs and Job Creation

The Regulatory Authority for Subcontracting in the Private Sector (ARSP) has extended its subcontracting compliance campaign to Haut-Katanga Province as part of ongoing efforts to increase business opportunities for Congolese companies and promote local job creation.

Led by Director General Miguel Kashal Katemb, the ARSP delegation is currently in Haut-Katanga following a similar operation in Lualaba Province.

During courtesy meetings with Provincial Assembly President Michel Kabwe and Interim Governor Martin Kazembe, Mr Katemb requested institutional support from provincial authorities to ensure effective monitoring of subcontracting activities across companies operating in the province.

According to ARSP, the compliance exercise aims to ensure greater participation of Congolese small and medium-sized enterprises (SMEs) in the country’s economic value chains, particularly in sectors where local businesses have historically faced limited access to contracts and market opportunities.

Mr Katemb emphasized that the initiative goes beyond routine inspections and forms part of broader government efforts to stimulate entrepreneurship and employment.

“This compliance operation is not merely administrative. It is intended to create jobs and open market opportunities for Congolese companies that have long been marginalized within the value chain,” he said.

The ARSP says the campaign supports President Félix Tshisekedi’s economic vision of expanding local participation in business activities and driving wealth creation through stronger domestic enterprise development.

The subcontracting compliance programme previously rolled out in Kinshasa, Kongo Central, Haut-Uele and Kasai provinces before expanding into the Greater Katanga region, beginning with Lualaba and now continuing in Lubumbashi.
