DRC Advances Mining Sector Reform Through Stakeholder Consultations on New Commercialization Framework
The Democratic Republic of Congo has taken another step toward modernizing its mining regulatory framework, with government officials and industry representatives meeting to discuss proposed reforms governing the commercialization and export of mining products.
On June 2, 2026, Minister of Mines Louis Watum Kabamba chaired a consultation meeting at his office, bringing together government experts and representatives of the Chamber of Mines of the Federation of Enterprises of Congo (FEC).
The discussions focused on a draft interministerial order that seeks to regulate the marketing, export, and nomenclature of merchantable mining products.
The meeting forms part of a broader consultation process aimed at gathering stakeholder input on what the government considers a key reform for the mining sector.
The proposed measures are intended to modernize regulations governing commercial mining products, encourage greater local mineral processing, and strengthen the value derived from the country’s vast mineral resources.
Addressing participants, Minister Watum Kabamba emphasized the importance of achieving a balanced regulatory framework that aligns government objectives with the operational realities and concerns of mining companies.
He called on stakeholders to engage in constructive dialogue and technical discussions to build consensus around the proposed reforms, highlighting the need for a collaborative approach to policy development.
Key topics discussed during the meeting included mechanisms governing the commercialization and export of mining products, updates to the official nomenclature of merchantable minerals, and provisions aimed at enhancing the development and utilization of mining by-products with economic value.
At the conclusion of the consultations, participants agreed on the main principles that will guide the finalization of the draft interministerial order.
Both government and industry representatives reaffirmed their commitment to supporting the creation of a modern and transparent regulatory framework designed to strengthen the competitiveness of the mining sector while increasing value addition within the national economy.
The reform initiative aligns with the vision of President Félix Antoine Tshisekedi Tshilombo to maximize the benefits of the country’s natural resources and promote sustainable economic growth.
The process is being implemented under the coordination of Prime Minister Judith Suminwa Tuluka.
