DRC Mining Minister Engages China Minmetals in Beijing Talks Focused on Local Mineral Processing, Jobs, and Sector Expansion
During an official mission to Beijing, the Minister of Mines for the Democratic Republic of the Congo, Louis Watum Kabamba, reaffirmed the government’s strategic priorities for the mining sector, aligning with the national development vision of President Félix Tshisekedi.
The discussions focused on strengthening partnerships while ensuring that mining investments deliver greater economic benefits within the country.
Speaking during the visit on March 24, 2026, the minister emphasized the government’s commitment to transforming the structure of the mining industry by prioritising local value addition, job creation, and stronger participation by Congolese stakeholders in mining projects.
He stressed that the long-term objective is to shift the sector from a raw resource export model toward one that supports domestic processing and sustainable industrial development.
Focus on Value Addition and National Benefits
The Beijing engagement forms part of broader efforts by the Congolese government to deepen cooperation with international mining partners while aligning foreign investment with national economic priorities.
Authorities are increasingly focused on ensuring that mineral wealth generates tangible local benefits, including employment opportunities, skills development, and infrastructure growth.
Officials highlighted that improving the investment climate remains a key objective, but with a parallel emphasis on ensuring that mining projects contribute meaningfully to national development and social welfare.
This approach reflects a policy shift toward more responsible and inclusive resource management.
Kinsevere Project Central to Discussions
A key component of the visit was a working session with China Minmetals Corporation, the parent company of MMG Limited, which operates the Kinsevere mine in the DRC.
The Kinsevere operation was highlighted as one of the company’s major investments in the country and a potential model for future mining development.
According to the minister, more than $600 million has been invested in the Kinsevere project over the past two years, resulting in the creation of nearly 4,000 jobs.
While welcoming these achievements, he noted that the government’s broader objective extends beyond attracting capital to ensuring that mining investments strengthen the national economy and improve living standards for citizens.
Expansion Opportunities and Geological Development
Discussions also explored opportunities for expanding mining activities across the country.
China Minmetals expressed interest in securing additional exploration permits and developing technical partnerships with the national geological authorities to enhance resource mapping and exploration capacity.
The minister underscored the importance of geological research as a foundation for responsible resource development, noting that improved knowledge of the country’s mineral potential is essential for efficient planning, sustainable extraction, and long-term sector growth.

The visit signals the DRC’s continued push to reposition its mining sector toward value-added production and sustainable development.
